I sent an e-mail to ask R.Srinivasan about license of GRASS-AGNPS. He told me
it is an public license.
Might be you can do something about GRASS-AGNPS in the next version of GRASS.

To put AGNPS back into the GRASS development repository
and to actually make sure that binaries can be legally distributed,
we need to have some evidence that the code in question actually
was released as Public Domain or under a Free Software license compatible
with the GNU GPL.

The agnps_v5.zip from
http://sedlab.olemiss.edu/agnps/archives.html
does not seem to contain a statement about this.

So far we have the persona answer from R.Srinivasan reported
to you and a personal answer from 
Ron Bingner, USDA-ARS-National Sedimentation Laboratory to Helena.

The question is, whether this is enough.
I assume a provable statement by USDA-ARS to be enough.
Helena: Would it be possible to get that statement by Mr. Binger
officially on paper or made on a webpage?
It would be great is they could just change the webpage mentioned above.

Additionally we then would need someone who puts AGNPS back
into the source repository and takes reponsibility for maintain
the code.

You can close it, we discussed it - this is one of the responses - the 
original r.agnps is public domain. I have also checked with people in 
Oxford MS. r.agnps is really old compared to the newest version - it is 
at least 10 years old.

As far as using the code and version of agnps that was developed, you can
distribute it as GPL...however if anyone using newer version of AGNPS, you
may want to check with the ARS group in Oxford, MS...
