v.segment says:
Points are generated in the middle of the lines. Points are created
on the line for given distance from the beginning of the vector
line.
However we are not told how to supply the given distance!!

The html page for v.segment provides information on point and line offsets,
and the necessary format for these. EX:
P <point id> <line cat> <offset> [<side offset>]
L <segment id> <line cat> <start offset> <end offset> [<side offset>]
either of these formats gets piped to stdin.
