bugreport: In $GISBASE/etc/monitorcap the paths are hardcoded. It would be
better to have them related to $GISBASE. This will need an update
in d.mon and related software.

While skimming though the code, i noticed that R_parse_monitorcap appends 
$GISBASE if the path does not start with a '/' (i. e. is relative). I can't 
remember if this is new or if it was always this way. Perhaps someone else can
comment. 

I just removed the hardcoded path and d.mon works. I'll do some more testing.
Please tell me if i should remove all the references and change the Gmakefiles
and setup skripts. 

Are there any other places where the paths are hard-coded?
What about etc/digcap?

"cvs log" says that src/libes/raster/parse_mon.c hasn't changed since
it was initially added to CVS on 1999-12-29.
