Hi,
the error
"Error in startup script: can't read "parts(n)": no such variable"
is unfortunately a bit misleading and originates from a different
problem.
Can you please enter
g.region -p
into the command line and report which error appears?
Internally in gis.m, the g.region command is executed and the
result parsed using the "parts()" function (file mapcanvas.tcl).
If g.region fails due to an installation problem, the reported
error appears.

g.region failed, probably because you don't have the required libraries
installed. (did you install the GDAL package(s)?)
http://grass.ibiblio.org/grass61/source/REQUIREMENTS.html
We need to catch that error better so this will send a more meaningful
error message. see:
http://thread.gmane.org/gmane.comp.gis.grass.devel/16761/focus=16850
IMO we should try and fix this for the 6.2.1 release, as it is a very
common mistake.

This is probably a symptom of GDAL not being installed properly.

Michael,
Please start cutting your posts. Look at the
https://intevation.de/rt/webrt?serial_num=5332 at the bottom - out of the 87
lines you sent only 1 is relevant.
