"tar xzf xtcltk-*.tar.gz" returned message xtclt-8.3.4-CYGWIN.tar.gz not foud
in archive.Is there something wrong with the ecompiled biaries?

No. You have more than one file which matches the pattern
"xtcltk-*.tar.gz", so the shell expands the pattern to multiple
filenames. The first is treated as the name of the archive, the
other(s) as the name(s) of the files to extract.

Just type the filename without using any wildcard characters.
