This one is on my todo list as soon as the bugtracker gets fairly up do date.
As well as an appropriate, temporary note in manuals explaining how things are
due to interactive GUI issue.

Yes. And it was I who promissed to fix it, but now that I know a bit more
about Grass and stuff I realize it is impossible for me, because TCL/TK menus
are autogenerated :). Or maybe it is possible, by creating symlinks which
would make r.recode.rules and r.recode.file HELP button linking to
$GISBASE/docs/html/r.recode.html? How exactly, if so? (I could do that then
and submit)

I think that all you need to do is create a file named r.recode.rules.html
and put it in the right place.

Michael is right. as a test I tried:
cd docs/html/
ln -s r.recode.html r.recode.rules.html
Then the r.recode.rules help button works. Ideas how to
avoid a replication of the original pages? Make a cp
while installing r.recode.rules?

The scripts don't take the same set of arguments as the modules which
they use, so they should have their own manual pages. They can refer
to the manual page for the underlying module in the "SEE ALSO"
section.

It should be rather easy to write a few man pages which
only contain a "SEE ALSO" reference... maybe a non-programmer
and non-RT maintainer :-) could contribute those.
