v.in.dgn requires dgn library and header files
written by Frank Warmerdam.
See http://www.remotesensing.org/gdal/index.html.
But error should be:
main.c:16:21: dgnlibp.h: No such file or directory
Note that v.in.dgn imports simple elemets only: point, line,
linestring, shape, text (as point). For not supported
elements is printed error message. If I remember well, coordinates
of text is not exactly the same as in Microstation - important if
represent centroids (area labels).

hi,
I have fixed the compilation for v.in.dgn. Get the new sources from
CVS.
you can also download source tarball:
http://freegis.org/cgi-bin/viewcvs.cgi/grass/src/mapdev/v.in.dgn/
Cheers
