This module was moved to
src.nonGPL/sites/
due to license problems. We need to replace the "optri" library
(searching a volunteers to check if "detri" can be used).
s.geom even needs to be updated to the GRASS 5 sites API.

Since today the s.delaunay and s.voronoi are back (in CVS).
Probably they provide the fuctionality you have been
looking for.
