I see, GRASS has no way to clip points out of a map.
Looking at older versions of v.overlay, we see it perhaps used to.

v.in.region (or v.digit) + 'v.select op=overlap' (or v.overlay)

H> v.in.region (or v.digit) + 'v.select op=overlap' (or v.overlay)
But didn't I show that v.overlay fails?
Therefore you should mention v.select op=overlap on the v.overlay man
page as a workaround.

On the v.overlay man page it says "Currently only areas are
supported!" and there is even no SEE ALSO to v.select.

P.S. why not beef up the example on v.select:
EXAMPLE
   v.select ainput=forest binput=fire output=forest_fire
    [thai stick?]
