You need to compile with the tcl8.3-dev and tk8.3-dev packages, not 8.4.
I think it is a threading problem.

Upon recompiling 5.4 using tk8.3 the problem changed a little:

Under 5.7 NVIZ had displayed but crashed when trying to load a raster. After
recompling 5.7 with tk8.3 the following error occured:

I actually wiped and installed Ubuntu as there were some odd things in
my setup so I think that this bug report is dead. Sorry I forgot to
remove it.
