Write an element event to the XmlEventWriter. If the element is empty, and specified as such using the isEmpty parameter, it must not be followed by an XmlEventWriter::writeEndElement call.
The XmlEventWriter::writeStartElement method may fail and throw XmlException, encapsulating one of the following non-zero errors:
