To create a debian package based on the debian-folder, you need to 
* download the X11 Installer v1.1-SC3 from: 
	http://udig.refractions.net/files/downloads/udig-1.1-SC3-linux.gtk.x86.zip
* repack the zip-file as udig-1.1-SC3.tar.gz
* unpack the binaries into a folder called "udig-1.1-SC3" in the same directory as your tar.gz
* copy this debian folder into the directory you just created
* change into "udig-1.1-SC3" and run "dpkg-buildpackage -rfakeroot"
