The intention of this library is to provide a totally open source stand alone
C++ library.

Some of the goals are:

- No external package dependencies.  Only the standard C++/C libraries 
  required to build.

- Cross platform compatibility.

- Eventually get certified by the "JITC NITFS Compliance Test Facility" for
  - NITF 1.0 read only
  - NITF 2.0 read/write
  - NITF 2.1 read/write
