FOSS4G'13

Comms group decided on a couple of email addresses:

• registration@2013.foss4g.org - primary contact Claire and billed as "main contact for any enquiries about registering or existing registrations"
• volunteers@2013.foss4g.org - primary contact Abi, and to be billed as "to contact our volunteer coordinator"

Now, we think we probably need secondary contacts for these mailing lists. Those people would get all the emails, but would only need to do anything if the primary is known to be away.

Suggested secondary for registration? Suggestions? Claire seems irreplaceable...

Note these are not discussion lists, just contact emails that will be forwarded only to the primary and secondary. If Abi needs an open discussion group for volunteer wrangling then there's Google Groups or similar. I've also created 'volunteer@2013.foss4g.org' to act as a typo-handler.

I've just created them with the primary contacts for now.
